Toby needs Dwight to dramatically change his life.
Dwight shows Toby that life isn't easy-Ricky
Dwight harasses Toby and lets him know that life isn’t all fun and games – he will have to work for his freedom.
"A Whole New Deal" means that Toby has a completely different regime coming-Dwight is going to whip him into shape.
Dwight will to try to stop Toby's troubling making by force-breaking him.
Along with Toby's new life comes a new set of no nonsense rules and regulations.
The New Deal is going to be Toby’s change in personality as a result of Dwight’s cruelty.~Izzie
The beaver Dwight purposely kills represents Toby's happiness and how Dwight is able to affect it. ~ Maddy
Dwight forces Toby to play harder and understand the necessity for never losing dreams.Eliza
Change and transformation have been toby and Rosemary's goal throughout the whole book, and Dwights hardnose and old school personality is what will contribute to that change.-Conor McFarland

Toby sickens as Dwight shows him exactly how his future will be.
